The Career Technology Center, through Mr. Russ Davis, has submitted a request to the Board to declare surplus various pieces of vocational equipment that has been taken out of service due to age and/or safety concerns. Although these items are no longer of any use to the System, it is estimated that salvage value of the equipment, as a whole, is in excess of the value specified in TCA §49-6-2007(d)(1), which states “Surplus personal property in local school systems which has no value or has a value less than two hundred fifty dollars ($250), may be disposed of without the necessity of bids as required by this section.” Therefore, sealed bids will be sought to dispose of this surplus property if approved by the Board. One (1) advertisement will list all items of equipment. In addition, Mr. Davis has requested that funds generated from the sale of the surplus property be designated to purchase up-to-date equipment for the vocational programs.

Black Oak Elementary School has submitted a request to the Board to declare surplus football jerseys that are outdated. Furthermore, Black Oak requests permission to hold a fundraiser to sell the jerseys for $20 each and for the funds raised to be deposited to the school’s football restricted account to offset the cost of replenishing the jerseys used in the football program. Although the amount of funds expected to be raised by selling these jerseys is more than the amount specified in TCA §49-6-2007(d)(1) (see above), there is no guarantee that all of the jerseys will be sold. In addition, if we advertised, the cost of the advertisement would be approximately $50, further reducing any funds raised. Therefore, pending Board approval, no bids will be solicited to dispose of this personal property.

I recommend the Board declare the above-noted items as surplus and approve the disposition via the most economical method as described above.
